The United States is the least developed country to switch from ICD-9-CM to ICD-10-CM. The reason the United States has not switched is the development of the CM portion of the program. Most other countries only use the ICD process for tracking morbidity and mortality; the United States uses it for the payment of claims as well. This is why the clinical modification (CM) is attached to ICD-10-CM.
The original date for the implementation was October 1, 2013. However, there were several organizations that were not prepared for the switch. So the implementation date was changed to October 1, 2015.
